Once the epicenter for Los Angeles, the Historic Downtown District has largely decayed during the last fifty years into a neighborhood filled with crime and the homeless. An attempt was made in 1992 to revitalize the area by building Pershing Square with this rather curious bell tower and lots of palm trees. But the locals consider this urban park to be an unattractive oddity.
