After the Los Angeles City Hall was built in 1928, its glistening concrete tower of 453 feet made it the city’s tallest for 36 years. This is the sixth building that has housed the city government offices since the 1850s. In the foreground is the Arthur Will Memorial Fountain in Grand Park.
