Chris forced a smile of appreciation. He pulled the SIM card from the burner phone, snapped it in half and threw the pieces into a trash can outside of the Federal Reserve Bank. The Federal Reserve Bank of Philadelphia oversees the Third District. This encompasses half of Pennsylvania, southern New Jersey and Delaware. The building has been the headquarters of the Philly Fed since 1976.
